Are verifies instantiated at runtime?

As I was looking through the manual to see how DF handles validations, I came across the following statement:

Please note that Verification is only active in the Enterprise Edition of DevForce. In other editions, menu options and setting still appear, default verifiers are generated, and other verifiers can be defined in code, but verifiers are not instantiated or applied at runtime.

My question is, Is the Silverlight version of DF considered to be the enterprise version? And are all the verification and validations features in DF apply to SL?

The Silverlight product is considered to be a separate product from the Enterprise version. However, it does support all of the features of DevForce Verification.
