This problem has been occuring because the Installation Guide was pointing to the wrong Silverlight 3 download.  The correct Silverlight 3 Beta Tools installation is called "Silverlight3_Tools.exe" NOT "Silverlight.3.0_Developer.exe" (which is just the browser plug-in without the Visual Studio SDK).
