Does the problem go away if you open up a new .ORM file,

On one of my projects, whenever I open the Relations dialog in the Object Mapper, it is completely disabled except for the Cancel button and the list of relations. This means that I cannot add, change or modify any relationships in the model.
 
This only appears to happen on one project.
 
Does anyone have an idea on what the problem is, or even better, how to fix it?
