Is it possible to implement tight security using Client sever architecture with DevForce Express Edition (i.e without using  BOS ). Put in other words is it at least possible to specify a connection string supplied by the user without storing it in either AppHelper.dll or IdeaBlade.ibconfig

Yes.  It is possible.  Use a custom DataSourceKeyResolver.  Read about this in the Developer's Guide.
