 I would to know if DV for Silverlight supports or will support Windows Phone 7.

A DevForce Silverlight application should be able to run on any device that supports Silverlight.  However, Microsoft has not finalized the Silverlight bits for Windows Phone 7, so I cannot confirm 100%, but we would definitely like to support it.
