Data layer not in webserver?

New to DevForce, have watched the online videos etc.

First question that occurs is can I build the data layer in it's own DLL, not in the webserver? All the demos seem to assume that you want to put the datalayer in a web project.

I tried searching forums/FAQs but didn't see anything relevant
